Denpasar 鈥� 91视频 University (Unud) and Ganesha University of Education (Undiksha) held a coordination meeting regarding the proposal for State University with Legal Entity Status (PTNBH) Work Unit codes. The meeting took place in a hybrid format at the Senate Room of the Agrocomplex Building, 91视频 University鈥檚 Denpasar Campus, on Thursday (September 17, 2026). The meeting addressed the follow-up to the issuance of Government Regulations (PP) No. 35 and No. 36鈥攚hich designated Unud and Undiksha as PTNBH鈥攁nd outlined strategic steps for the transition from Public Service Agency State Universities (PTN-BLU) to State Universities with Legal Entity Status (PTNBH).
The meeting was moderated by Doddy Tri Hardiyanto. Attendees included 91视频 University鈥檚 Vice Rector for General Affairs and Finance (WR II), Prof. Agoes Ganesha Rahyuda, S.E., M.T., Ph.D., alongside university leadership, bureau heads, senate chairs, and planning and finance teams from both institutions. Representatives from the Ministry of Finance鈥擶awan Setiawan and M. Rifki from the Directorate of Budget (Human Development and Culture Sector), Directorate General of Budget (DJA)鈥攑articipated online. Arnold Achdjijalsjah, Head of the Program and Reporting Division at the Secretariat of the Directorate General of Higher Education (Setditjen Dikti), also attended virtually.
In his remarks, Arnold Achdjijalsjah congratulated Unud and Undiksha on the issuance of the PTNBH Government Regulation. He noted that while this designation is a significant achievement, a transition process remains to be completed urgently, particularly regarding the proposal for new Work Unit codes. He explained that PTNBH status entails more autonomous management, requiring Unud and Undiksha to promptly fulfill both administrative and substantive requirements.
Representing the Ministry of Finance, Wawan Setiawan and M. Rifki outlined the mechanism for proposing Work Unit codes and discussed the associated fiscal implications. Wawan noted that the proposal for the Satker code could still be processed in 2026, although its incorporation into the DIPA (Budget Implementation List) would likely occur in the 2027 fiscal year. Meanwhile, M. Rifki detailed the requirements for the Satker code proposal, including the Ministerial Decree establishing the Satker; organizational structure and governance regulations; regulations from the Board of Trustees (MWA), Rector, and Academic Senate; tuition fee rates; operational cost standards for PTNBH (State University with Legal Entity status); the MWA-approved Work Plan and Budget (RKAT); asset valuation conducted with the Directorate General of State Assets Management (DJKN); and the appointment of treasury officials such as the Budget User Proxy (KPA), Commitment-Making Official (PPK), and Payment Order Verification Official (PPSPM).
Unud鈥檚 Vice Rector for General Affairs and Finance, Prof. Agoes Ganesha Rahyuda, expressed his commitment to fulfilling the eight key requirements. The new organizational structure is reportedly ready; relevant regulations are targeted for signing by September 28, 2026; the RKAT is to be finalized no later than November 2, 2026; and the Satker code proposal is scheduled for November 17, 2026. “We hope this transition proceeds smoothly, calmly, comfortably, safely, and pleasantly,” he remarked. Meanwhile, Undiksha鈥檚 Vice Rector II affirmed his institution’s readiness to comply with regulations and coordinate with the Ministry.
The meeting concluded with an agreement to target the submission of the PTNBH Satker code proposal by November 17, 2026. Since the 2027 budget allocation is already in the finalization stage, the 2027 DIPA will initially continue to use the BLU (Public Service Agency) Satker code, with a revision to follow once the PTNBH Satker code is issued. The eventual PTNBH DIPA will cover only personnel expenditures and the PTNBH operational subsidy (BP PTNBH).
Arnold Achdjijalsjah emphasized that the Secretariat of the Directorate General of Higher Education (Setditjen Dikti) would continue to assist Unud and Undiksha throughout the new *Satker* code proposal process. The moderator concluded the meeting by noting the commitment of all parties to work in parallel: drafting the 2027 DIPA, preparing the RKAT, and completing the required PTNBH documentation.
